NOTIFICATION

At present, the employees of only a Constituent Institution (CI) of HBNI are entitled to pursue its academic programmes. The admission of an employee of a CI of HBNI to its academic programmes is carried on the recommendations, made after following a specified procedure, by a Standing Committee constituted for the purpose by the Director of the CI.

The Competent Authority of HBNI has now decided to introduce an External Registration programme to enable the employees of the units of the Department of Atomic Energy which are not CIs of HBNI, and those of the Atomic Energy Regulatory Board (AERB), to pursue research based academic programmes of HBNI. A candidate from non-CI DAE units and AERB (hereinafter called Parent Institution) may pursue a research based academic programme by registering with a HBNI recognized guide at a CI of HBNI (hereinafter called Host Institution) by following the procedure detailed below:

An employee in any of the abovementioned Institutions would identify the academic programme which he/she is interested in pursuing, the area of research of his/her interest, and a HBNI recognized guide in a CI of HBNI. He/she would submit application in the prescribed format to the Convener, Standing Committee in the relevant discipline in the CI to which the guide belongs. In case the CI chosen by the employee does not have a Standing Committee, the applications shall be submitted to the Dean, Academic at that CI. In addition to the documents mentioned in the application form, the application should be accompanied by the following documents:

§        Letter of recommendation from the Competent Authority in the Parent Institution.

§        Details of the facilities available in the Parent Institution to carry the proposed research.

 2.      If the Convener of the concerned Standing Committee or the Dean-Academic, as the case may be, at the Host Institution finds the applicant eligible for registration in the programme, determined as per the relevant Ordinance of HBNI, the Convener/ Dean-Academic will seek the approval of the Director, Host Institution to permit the candidate to pursue course work and/or research work in the CI.

 3.      After the approval of Director of the Host Institution, the Standing Committee will interview the candidate. In case the Host Institution does not have a Standing Committee, the Director of that Institution shall constitute a Committee of senior faculty to interview the candidate. If found suitable, the Committee in question will forward the proposal to the Dean, HBNI for approval. If found unsuitable, the candidate will be informed accordingly by the Convener, Standing Committee/ Dean-Academic.

 4.      The Dean, HBNI, after the approval of the Director, HBNI, will communicate the decision to the Convener, Standing Committee/ Dean-Academic, Director, Host Institution, and Director, Parent Institution.
